I don't know who made this frame. It's pretty nice though with Zeus rear dropouts and nice cutouts in the lugs. Relatively light too. BSC Threads throughout which rules out a Viner (what I first thought it was). Drilled at the front for a brake, clears 28c front and rear iirc (just).

I think I covered the paint job well enough above.
Quite a lot of chips in the paint but it's not very rusty and there are no dents.
Build is pretty ratty to match the frame hence the price.
Front wheel is unknown silver modern track thing.
Rear wheel Goldtec Hub on a lush spraypainted Mavic rim with a crack in!! (As pictured, I have ridden on it, you should not.)

With regards to the rear wheel, I can put on a new sealed bearing unbranded track wheel for a cost of £20 to you (swapping over the gatorskin etc) if you want a wheel that is much safer. You can have the Goldtec wheel too for an extra tenner if you do that.
Located in New Cross, could take to Hackney Wick at a couple of days notice.
£130 with the fucked wheel , £150 with the new one, £160 with both.
