For me, pro ones were the easiest tires to set up. It may be that the tape is too wide and it's way up over the wall?
I'd try to put a tube and leave it there overnight to stretch the bead, sometimes the folds they have out of the box doesn't help.
If that doesn't work try slimmer tape? I used 20mm tesa in my 17mm inner China carbons, pro ones too, went up without sealant and with a normal pump
