There was an interview with one of Guardiola's ex-coaches where he basically said that if a player lost the ball the instructions were to win it back straightaway and, if not, foul the player.
If you look at the stats Man City have committed more fouls than Burnley, even though City probably have twice the possession on average. They get away with far fewer bookings though as the fouls are much further up the pitch.
It's not as if City are the only ones that do it though, plenty of others like Spurs do the same.
Spurs are outright nasty. Especially when a goal down. When things are going their way the play nice football but when chasing a goal it’s like Paul Scholes is their tackling coach.
