I am reading in forrin news that it is indeed unexpected.
The gist of it seems to be that while the churches were christian (obviously), the hotels were owned/operated by buddhists. Which leaves muslims as the odd one out. But since Sri Lanka has a tradition of solidarity between muslims and christians in face of a buddhist majority it is unlikely to have been perpetrated by any muslim groups previously active on the island.
So either organised from the outside, for example by IS, or done by a local group that has taken on a completely new ideology and modus operandi. In either case completely unexpected.

Can’t bring myself to read about the Sri Lankan incident as most headlines I’ve seen so far do that thing where they distinguish between Westerners and locals.
“Tourists believed to be among the dead...” etc
