Gotta be honest, the first part sounds like someone who's just puzzled at words used in a specific field. The sentence quoted from the ONS is specifically from a document about their methodology, it's kind of to be expected that this will not be readily understandable to people not working in that field.
The second part however is 80% marketing hogwash and specifically designed to sound nice, but not really mean anything specific. I feel like hating on that is pretty justified.
