A touring bike would probably be fine. Look up people build tandem wheel if you're really worried, but 36h should be fine (what we have on the front of our tandem).
This has definitely come up before on here, can't remember if this thread or a current projects. I think the consensus was touring or mountain bike, 36h sturdy wheels should be fine. Keep tyre pressure fairly high. Finding a comfy saddle is important. Someone else might remember more though.
