Means the pads aren't going to auto adjust for wear (possibly initial set up if new) as the arm returning all the way allows the fluid in the reservoir through, usually letting the arm go back and pumping the brakes a few times will sort this if it's the issue. Setting these brakes up wrong like this is pretty common.

The arm does go all the way back, and I did a more extensive bedding in. It's definitely improved and works fine, still seems like it has a little less bite than the rear, but I'm going to avoid bleeding at this stage.
I'm putting a bigger cassette on this afternoon so I will check then - you mean when the leave is released can i screw in the little setup locking screw?
If I can't what does this mean? It's a Croix de Fer straight from a shop so it was all set up by them.
