Yes indeed; rather than a risk I'm willing to call it a sacrifice I guess (as would Levy). He's clearly willing to spend up to a point and squeeze every drop of value (which in wages/net spend terms he clearly does) whilst basically sacrificing a sustained title challenge that he's not willing to take a £350-450m punt (which wouldn't guarantee title or even top 4 these days) on given the spending habits of the other top 6 teams
Spurs have punched above their weight with that wage bill for sure and with the CL income they've done rather nicely... just depends if the risk of not getting extra legs in pays off in the coming weeks
