If it wasn't designed to replicate the drop bar position when using bull horns, it isn't a lo-pro.
Would it be a lo pro if the seat post stuck out more?
The seat post can go where it likes, depending on the proper fit for the rider. The important thing is that if you park your lo-pro next to your drop bar bike, the hand holds on the bull horn on the lo-pro line up with the hooks on the drop bars.
