You're at the mercy of the reviewing officer in question. Rolling over a stop line on anything other than green is an offence (assuming there was sufficient time to stop since the lights changed), there's no get out clause for "safety". You can still get a ticket for it if you do it to get out of the way for an emergency vehicle with blue lights flashing. The only time you can get away with it, I believe, is when directly instructed to do so by a police officer.
(The argument is that it wasn't the only thing you could have done for your safety, and many of the other options don't involve traffic offences.)
Has anyone reported driver dickery to Royal Mail before? Is it worth the effort?
I was approaching a red light this evening when the driver of a HGV Royal Mail lorry did a close pass and then slammed on their brakes for the red.
The driver knew exactly what he was doing and just kept saying ‘your lot don’t own the road you know’.

I’ve got footage from front and rear cameras, they pick up his reg and fleet number (or whatever they call it).
