8 speed is fine for pootling around and even commuting/touring

9-speed is a cheap upgrade here. Just needs a new shifter and cassette (the derailleur will work). Parts aren't much more expensive than 8-speed

I got some new wheels which have come with a 9 speed cassette. What shifter would you recommend? Preferably something I can grab for cheaps on eBay?

I've got dodgy internet as I'm on a train. Remind us what derailleur you've got?

If it's Shimano any 9-speed shifter ought to work
