I've been tempted by a bar bag for ease of access but always a bit worried about how it will effect handling.

They're fine. Can't ride without something on the front now (well I can on a CX bike).
Only issue with bar bags is lighting. In the UK I just dont trust a light lower than the bars. For now I use a basket with a Restrap basket bag. Has a zip on the top, so easy to access mid ride.
But on my drops bikes, I like the Carradice Bar Bag. Easy to get into, plenty of space.
