that's a real police office from the city of london police force (red checkers on the uniform). Probably the one cop squad that has enough manpower to stop sweet fixie rides on the street, as they have about 1500 staff and technically only cover the square mile of the city of London. That's about the same manpower as the Bedfordshire police, so it's no wonder they're giving that dude a ticket; there is literally nothing for that cop to do all day but wander around with his Nintendo switch
