Not entirely sure. 25c if I remember right. Certainly no more than 25c.
They are a bit awkward getting right with mudguard, as the clearance is there, but you also still need a brake that is right shape as it uses normal rather than longer reach brakes. Think I found shape of some normal reach ones didn't work well with a mudguard. I ended up not using them in the end as axle to crown was wrong geo for my frame. Sorry I can't advise better than that.
