Looking to shrink kit size for upcoming mini tour France, Belgium, Holland, UK - Decathlon bag and sleeping mat seems like an affordable way to go?

if that's your budget, buy that, you won't get better then decathlon for the price.

What's your route for the mini tour? Looking at doing Dunkirk to Hook of Holland via a few stops later in the year.
