Can anyone explain why the UK signature count in the petition json file is ~1.5 million less than the total? I don’t think there are enough expats to make up the difference :/

Would the discrepancy have anything to do with the emailed confirm-your-signature links that have to be clicked? Mine took hours to arrive and I got a 502: Bad Gateway error when I clicked through. Had to re-submit it this morning.
