I am holding off judgement until I've seen it all, S4 started badly but becomes funnier when you start to get a grasp of how things are coming together later in the season. But yeah I'm not finding myself laughing at it very often.
I don't know what exactly the problem is but I feel a lot of it has to do with the sound - my gut feeling is that in the past there were background sounds and a soundtrack and stuff and in the more recent series the sound is a lot more clinical and thus there's more pressure for the jokes to land (because if they don't it's dead silence). I have no idea if they've changed the sound people or something or if I'm just making this up but that's what it feels like to me. Maybe it's because they had to record a good chunk of it in studios and overdub it.
There is the whole Jeffrey Tambor situation as well...
