I'll try my best to finish it though, as I'd love to see it on the roads, even if with the frame in current conditions.

@jeff80 is right.
I will probably be using a simplex TDf gear which is also very close ratio to the point where you wonder if it's worth bothering with the gears at all.
Is it missing parts or is it a matter of just building up the bike?

A Simplex TdF mech will certainly take a 22 tooth bottom and I have heard claims that it can manage slightly bigger - so surely that's not 'very close ratio'?

Since we have ruled out attempting the Christmas Common climb I don't think very low gears are really going to be necessary.
