The frame is carbon but the dropout is probably aluminium. Epoxy is just soft plastic. It only works when mixed with a fibre such as GRP, carbon or Kevlar. Plain epoxy will wear away in minutes. It’ll need a proper repair.
Why can’t the coke can shim be epoxy’d (or plain glued) in place? If it works, all you need is to secure it.
