Is it a bad idea to "shim" it with epoxy?
It's probably a bad idea if you don't know what you are doing! A repair specialist will know how to do an adequate repair.
As I said,not a repair,just need to add some material to make the wheel sit straigth,a beer can shim works but it's not permanent and a hassle to fit

So a bodge then?
