Not down, but primaloft, the Montane Prism might do the trick for you. Often just 60 notes on sale somewhere.

I have one of these, use it for casual commutes on cold days. It is ok for £60 but it isn't water or wind proof so keep that in mind, and not super breathable either. Pack size is ok but not 'down to an orange' like the Rapha jacket is.
