The old guy is the president of Algeria. He's actually just delayed the elections so his 4th mandate is going to drag on a while longer. But he's spent most of the last however long in intensive care in Geneva - it's the people around him who are scared of losing their patronage networks who are keeping the 'dream' alive.

To add - he can barely move. He hasn't given a speech in public since about 2013 when he had a stroke that nearly killed him. He changed the constitution to allow for a fourth term which he won in 2014 (despite the stroke and basically not being seen or heard in public) with 80 something per cent of the vote.

He has magnanimously decided not to stand for a fifth term. However, he has decided to stay on indefinitely in the fourth.
