This is why I wondered what it actually is you need. You could replicate the Access database in MySQL and rewrite all the reports etc by hand and technically tick all the boxes and it'd be woefully out of date compared to something like Tableau or Looker.
Pretend you don't have the Access database and ask what people need to be able to do

Agree with @duncs said. Especially the last line. This should be treated like a project, because it is one, however small.
That doesn't mean hiring a PM and team of analysts, but doing some analysis before jumping to solutions. Even if it's just a few PowerPoint slides.
Think in terms of what people actually need to do their job, where the current solutions are inadequate in those terms and other factors, e.g. risk of the while thing crashing, legal risk.
Then consider multiple solutions, including stating with what you have and building a completely new custom system from scratch.
