I was experiencing something of a nightmare with Velox tape warping and exposing spoke holes a few years ago... In searching for a solution, I came upon a recommendation of Kapton tape at 1mm wrapped twice around the rim.
I can't express properly how much I adore this solution... I have been using two wraps of Kapton tape on all of my wheels (90-120 psi) ever since and have been properly impressed.
