Extremely doubtful, as that’s not how longitudinal testing works. The changes that caught out Tiernan-Locke were due to the variations in his values from before his time at Sky, when he was doping, and when he was at Sky when he wasn’t.
As I understand he didn't have won as it wasn't used at level he was racing at. He moves up to the World Tour and got pinged immediately.
Not to mention his utter racehorse to donkey transformation overnight.
