It looks like the seatposts is stuck because the curve is inserted into the seat tube, pushing the clamp open. Which means that it's not unlikely the tube is fucked.
I would maybe buy a 70s Masi or something with such a problem, but not a nice but pretty common frame. -

The issue with this sale is that the frame has a stuck seat-post* Maybe the buyer can solve this.
Handmade in Belgium. In Used condition with usual scuffs and scrapes. No dents or crash damage.
