I suppose I should say 'if I have tightened bearings and they still wobble, are they dead' - to which the answer is almost definitely yes - but don't really want the hassle of opening them up and adjusting them if they are already dead.

Not sure how you would expect to have end play without any radial play ('rocking movement'). A small amount of end play is likely more noticeable than the accompanying radial play.
