yep. essentially it means you can hardwire a PC/laptop/whatever to the router using the mains in place of a long network cable.
PC - ethernet cable - powerline adapter - mains electricity - powerline adapter - ethernet cable - router
Range I think is essentially unlimited - i.e. as long as it's on the same mains ring
