Yep - you need an ethernet cable.
Probably best suited if you have a desktop PC, TV, media centre etc and wanted it hard wired to the router.
Happy to throw in a couple of network cables.

So do you plug one of the units into your router and the other in your desired location (and then connect to the device via an ethernet cable)? Or??

yep. essentially it means you can hardwire a PC/laptop/whatever to the router using the mains in place of a long network cable.
PC - ethernet cable - powerline adapter - mains electricity - powerline adapter - ethernet cable - router
Range I think is essentially unlimited - i.e. as long as it's on the same mains ring
