Plenty of places with sand dunes in Scotland, though maybe not close enough to Glasgow though...

Horizontal rain, deep bogs, hostile locals, tradition of face painting, heavy alcohol intake;
they'd do a grand job! Track possibly more problematic as current racing peaks are in winter (Olympic years excepted).

Omnium or road, Mr Viviani? This won't be easy or popular for the trackies. Does it include cross? If yes, same problems apply.
