Yes, it's not a through route, and normally crashes happen where people are in a hurry to cross a junction or make a turn. At major construction sites, there should be staff on hand to act as banksmen and to generally supervise lorry traffic and its interaction with other road users. There must have been multiple failures here for this to happen.
