Not necessarily. I've got a 150l SIP belt-driven compressor at my workshop and a 100l Clarke one at home. Both 3hp, both work fine off a 13a supply.
100l and on a 13a plug. Just chugs along.

Strangely all the belt driven ones that look similar to that i could find were all 16A rated.
Do you know where yours came from?
In a cold uninsulated prefab concrete garage that would break a 13amp fuse...
Also noise, it can annoy neighbours.
