Seems to be an OUP edition printed during WW1. Reuse of materials at a time of rationing? Not a great book, Readers Digest level of history by a prolific hack so it might have received less attention/priority than other publications.

Yes, I suspect something like that. The paper, print and prose are all pretty poor.
