It's 15 years since I had a bike with V-brakes, why do you still have one?
If I had to replace the brakes on something so encumbered, the short list would be Shimano BR-T610, BR-T670 or BR-T780 or Tektro M730. I'd try to avoid any of the cheaper offerings with the pads moulded onto the bolts unless things had come to a pretty desperate pass. -

I would add also @Mentats, Kool Stop pads are very much worth their while. Would much rather have cheap brakes and great pads than the other way round. -

Retro MTBs are a thing now so I kinda get why V brakes will be hot shit.
If you're building a museum piece, my suggestion about current products will be irrelevant, since you'll already know which year's model of Suntour/Shimano/purple anodised wank you want.
The first tool you need is a measuring implement so that you know exactly what is wrong and by how much.
