    They have powers to do this, but many don't know about them. I can't remember exactly how it works, but they have to leave a notice on the bike for a fortnight, and if it's not gone by then, they can remove it.

    Years ago, the LCC fought a battle against powers proposed by Westminster and K&C (IIRC) in a London Local Authorities Bill to simply remove bikes without notice. It was suspected at the time that what was behind it was that Westminster wanted to charge for bike parking (forcing people to use locations where they could be charged).
