White Coat Hypertension is one of the names for it. I get it a bit, last checkup I mentioned it and they just prodded the machine to do it 3 or 4 times during the 10 minutes and got a more sensible reading.

The doc's answer was no, but they also said that blood pressure measurements in a medical setting were prone to being affected by stress, and that taking them yourself at home was usually a better way to get a reading.
