Oh believe me I do. He also leaves windows open when he goes out, which is better than mould to be fair, but doesn't adjust the heating to compensate.
I could jam his radiator up to max by unbalancing the valves I guess, so he's uncomfortably hot all the time, then he'll be incentivised to turn the heating off. But I'd be even colder then.
You're assuming he has a thermostat; not everyone does. Ours is a dumb system that just has water temp and on/timer/off. Run it only 2 hours a day but that's because I'm an eco nut, frugal, and we're in a middle flat.
My flatmate puts it on constantly, then walks round in a t-shirt - infuriating
