That's a weird shot, it's not that massive in real life. The biggest Cargo version Urban Arrow do is one for Albert Heijn who delivers their groceries with it. It shares a lot of parts with the Tender you posted.
Handling all that weight is why they resorted to using some (small)car parts. Their non cargo models (Family and Shorty) are a very common sight here in the Netherlands.
Would like to try out one of these monster sized machines, if you look on their website it shows some cutaways of the front end. I think some small <1980 <1litre cars used the same front end and brakes!
