I actually can't ride while I'm on shift so there would be someone else on duty who could tell me otherwise but you know what I mean.

I use allen key skewers on both of my main track bikes. Never had a problem in London or Aigle. Not that anyone in Aigle is likely to give a crap as long as the wheel doesn't actually fall off.

That would work too. I happened to have an M6 tap and suitable screws and washers laying around, so my first bolt-on conversion didn't require any further purchases. Your parts bin may vary.

Yes, 9mm×26TPI. By the time you've got an axle and track nuts to suit, it won't look like much of a bargain. The easy way to make road hubs track legal is to tap the hollow axle M6 and use suitable bolts and washers. There's a thread for that.
