The main square of one of those signs looks like it could serve as a passable base, with enough additional material to get four uprights of about 18" each. My understanding is that if stick welding, you don't need to get the metal that clean, but I'm a total novice.
If YouTube welding videos are anything to go by, you could likely get away with just cleaning the weld areas "properly". But then, it's just effort/desired results I suppose. It's your thing, do it however you want. No better way to find out than to just do it.
