I do not have the proper tooling

The first tool you need is a measuring implement so that you know exactly what is wrong and by how much.

Yes considering I have found undersized crown races from ck available in -0.1 and -0.2mm I will try to measure as precisely as possible both the steerer and the crown race I have to pick the right item

If the new fork is cut under-size, it's up to the seller to provide one which is correct.
