For me it's the low flange black hubs, and the spoke nipples.

..and the hubs.
There is too much black, or the black ist too black, either way it looks a bit modern and contrasty.

Can anyone calculate the rpm necessary to gain an advantage from THOSE wheels on THAT gear

It is these bars. They both flare out, sweep back and have a bit of rise.

If they have a flat top, Maes (named after Sylvere Maes). If the top tilts upwards from the centre section to the first corner, Randonneur.
