Damn it’s literally exactly what I’m looking for.. but wow €1300!!! I was thinking more £400-500 for the frameset. Think I’m being hopeful?

4-500 for a frameset should be possible but you have to find someone who's willing to split...

Cutaia was a shop in Toulon (huit-trois représente), I 've seen that design in local classifieds before. The owner did a good job.

I’m in the process of buying an old Concorde frame. I’d like to put a modern groupset on it (mainly so it has handlebar shifters). I’d like to spend 100-150. Would Shimano Tiagra be a good bet?

Check the spacing first; you may struggle to get the back wheel in, but if so a decent bike shop should be able to widen it.
You’ll have that issue fitting any current groupset - i.e tiagra is no more or less suitable. Tiagra is great value for money though so no reasons not to use it.
Keep in mind Concordes have Italian threaded bottom brackets (as far as I’ve seen) so ensure you get the right bottom bracket with your groupset

Cheers! If I’ve got a bottom bracket installed, will it be compatible with any groupset I put on it?

It will not be compatible with every groupset, you need to match your crankset and bottom bracket. Most likely there is a square taper bottom bracket in there? This will not be compatible with a modern Tiagra group.
If you buy a modern Tiagra group, it will likely be accompanied by a bottom bracket. Most likely a 'BSA'/English threaded one, and then you only need to make sure your frame has the same thread (which most likely your Concorde will have). Either measure your bottom bracket shell width (should be 68mm instead of 73mm Italian thread), or unscrew your current bottom bracket and see which way it unscrews:
Left picture: Non-drive (left side) cup direction. Right picture: Drive side (right side) cup direction.
Italian threaded bottom brackets (shells) have the threads reversed on the drive side.

Cheers! If I get a get a Tiagra grouoaet and it comes with an English BB - will I be able to buy an Italian one separately easily?

Not so sure if any of the parts classify as “modern” - sram apex 10s... waiting on an apex chainset and I’m currently looking for a 110/120mm quill stem and a front mech if anyone can help :)

@getoutofbed I will check length of my Eclypse stem when back home. Will be 120 minimum. If you want 110, I have several Cinelli.
