I think I'll go with the former. IHG would be tricky without a cable stop on the chainstay.

Seems like a few more brands are making "track" frames with bigger tyre clearance, mudguard mounts etc, although they haven't actually mentioned what the clearance is. Brother allday another one. Rarely anything better than 4130 though

its not that aggressive with 110mm HT on size 51 .. at least 30mm more with external 1 1/8 headset.
braze ons are generally £10/£15 so 2x cages and guards would total it at £313 .. not bad @youramericanlover
another £40 + the cost of mounts for getting canti brake mounts at 650b position .. like a 650b pomp

These are called something specific. Path Racers or something? I had one for years made by Genesis - it was awesome.
