From the gist of that article it sounds as though they have proof that the email to Fit4Sport was false and the Testogel wasn't ordered in error and destroyed ?
I guess they'll be some people tying in the date of the order in May 2011 to Wiggins jiffybag, but I doubt they'll have evidence to prove that. Clinic et al will be all over it though.

From reading the actual words, everything is just allegations at the moment.

"It is further alleged that Dr Freeman failed to inform three patients’ GPs of medication prescribed and reasons for prescribing"
At a guess this will be corroborated evidence from said doctors.
