Must they? I don't know how high they set the bar to decide between dismissing allegations and taking them to a tribunal. They seem to be pretty flexible about that, depending on whether the doctor in question is a member of the right golf club.

From the gist of that article it sounds as though they have proof that the email to Fit4Sport was false and the Testogel wasn't ordered in error and destroyed ?
I guess they'll be some people tying in the date of the order in May 2011 to Wiggins jiffybag, but I doubt they'll have evidence to prove that. Clinic et al will be all over it though.
