There's a good chance that the cycle lane is covered in crap. Motor vehicle tyres tend to "sweep" roads relatively clear but you end up with a cycle lane full of rubbish.

No mention of the fact that the driver is using a phone while driving i presume.

It could be a dashboard camera.
