Fixed small/medium commuter

I've rode commuting bikes for years and in October changed job and stopped commuting, so I built up a nice shiny Bob Jackson https://www.lfgss.com/conversations/327676/ . Turned out it wasn't for so I've taken a new job that means commuting again.

Looking for a fixed bike that can take some 28+ tyres and mudguards. Doesn't need to be too pretty but don't want a pile of crap either. Thinking, pompino, day one maybe a single speed mtb and buying a new rear wheel. Will need shipping

I'm riding a 21" square at the moment. Wouldn't want the top tube to be any shorter, nor the seat tube much longer. Compacts offer easier fitting.
