This is what I saw recently https://blog.revolut.com/we-got-a-banking-licence/ and it seems that without that they can't do certain stuff like UK direct debits. Not entirely sure.

Pretty sure Revolut aren't offering full accounts in the UK yet (they've only recently got their banking licence so they're gradually rolling it out).
