Definitely different rules for different states. My cousins in WA could get away with all kinds of street rod shit compared to my uncle in Vic. I think Vic had exemptions for Street Rods though so you could drive them for a limited amount to get to shows and stuff but they had to be engineered and I'm sure there were some restrictions. VicRoads should have details.

Suspect the starting ability is down to how flat the battery is. How much charge the little battery puts in to the big battery.
